In 2004 the Netherlands ratified the UN Convention against Trans-national Organised Crime. Seizing that occasion, the government presented a National Action Plan containing 70 concrete actions to cope with trafficking. One of them aimed to foster the collaboration between Police and governmental institutions working on human trafficking, and resulted in the creation in 2005 of an Expertise Centre that collects, for future tracing, all the information and knowledge on trafficking in the Netherlands.

November 2005, the Netherlands signed the Council of Europe's Convention on Action against Trafficking in Human Being. Ratification of this convention is scheduled for summer 2007.
