Nearly 20 COATNET partners and other stakeholders involved in combating human trafficking participated in a workshop organized
in Beirut on 10-11 October 2007. The workshop primarily aimed at further building its users’ capacity in two areas. The first
area discussed the rendering of trans-national assistance to trafficked persons via the development of corresponding standards
based on the experience of the participants. The second dealt with relevant documents produced by EU Experts’ Group, GAATW,
within the framework for the project CAT, and other anti-trafficking organisations and networks. The importance of developing
standards based on human rights was highlighted in order to ensure that “rescue” operations do not further harm the rights
and dignity of trafficked persons. In the working groups the participants debated major principles of rendering assistance
to trafficked persons as respect for human dignity, fundamental human rights, confidentiality, non-discrimination, cross-cultural
sensitivity, and informed choice, among other things.

The drafted standards will help to ensure qualitative and qualified services provided by COATNET users to trafficked persons,
as well as will facilitate cooperation for assistance across borders. They will be recommended for adoption and application
by the network’s partners, and their implementation will be subsequently monitored.
