On 30th June 2009 Caritas Ukraine, together with other 70 representatives of central governmental bodies, the legislature,
non-governmental organizations and the media, participated to the public hearing organized by OSCE in Ukraine jointly with
the Ukrainian Ministry for Family, Youth and Sports Affairs on the draft law "On Combating Trafficking in Human Beings".

The draft law establishes a comprehensive approach to combating human trafficking in compliance with international norms,
in particular, the Council of Europe Convention on Action against Trafficking in Human Beings and Palermo Protocol, and standards
as stipulated in the OSCE Action Plan to Combat Trafficking in Human Beings, adopted in 2003. It proposes ways to strengthen anti-trafficking co-ordination, monitoring and reporting mechanisms. Special emphasis is made
on addressing trafficking in children and introducing liability for using the services or labor of trafficked persons.

National Anti-trafficking Coordinator in their interventions supported and explained the importance of inclusion into the
draft law of certain articles, for example, reflection period sufficient for the person to recover and take an informed decision
on cooperating with competent authorities, as well as the importance of detailed definitions of various terms used to define
a situation as trafficking.
